In January 2009, Ray became President of the Texas Ground Water Association where he had previously served in all officer positions. He has served as President of the Central Texas Ground Water Association and is also a member of the National Ground Water Association. Ray Whisenant has served since 1992 as a Chairman and member of the Texas Water Well Drillers/Pump Installers Advisory Council. The Council is responsible for licensing and regulation of Texas water well drillers and pump installers. Ray has been a member of the Texas Natural Resource Conservation Commission Abandoned Water Well Plugging Task Force.

Ray and his wife, Connie, have lived in Dripping Springs for the past thirty-two years. They have two married sons, Brandt, his wife, Shana and their children; Shane and his wife Janey. Ray and Connie are the proud grandparents of two grandsons, Chase Tyler and Jake Austin.
Governmental efficiency is the cornerstone of good government. Good government should be no larger than the minimum size required to efficiently perform its duties. It is no different than any other well run business. All officials, employees and even the citizens have to be mindful of the cost of government. It is, and should be, a shared responsibility.
This is how rights are protected and preserved. And this is how I will approach the job of Hays County Commissioner for Precinct 4.
Maintain an efficient level of services to the citizens of Hays County
The Commissioners Court must accomplish this through the various county departments, and the elected, hired, and/or appointed managers. All of these people are bound to provide their particular service to the citizens in the most cost effective manner possible. Efficiencies of size, scale, and/or internal abilities should always be maximized for the tax payers benefit. As your full-time Commissioner, I will work with all parties, public and private, to continuously look for those opportunities. This will allow everyone to work toward reducing the citizen's burden - taxes.
Growth management/water policy development/execution
Hays County is one of the fastest growing suburban counties in the nation. Our area has never been blessed with large quantities of water, surface or underground. Because of our location in relation with major metropolitan areas, the Interstate 35 and the U.S. Highway 290 corridors and the Texas Hill Country, we are going to continue to grow. Water is a key element. We are being challenged to work harder for true conservation, more efficient use and innovative resource procurement and distribution. All water resources are going to have to be used. Our responsibility is to do this in safe and efficient manners. My forty-six (46) years of experience in the water industry uniquely qualifies me to help Hays County find a sustainable solution for our water needs.
Infrastructure review/development
Governmental infrastructure either needs immediate attention, short term planned upgrade, and/or planned replacement. All of these considerations require astute bottom-up planning, not top-down estimation. These types of needs, the current economic condition and the current tax burden are going to be very challenging. During my nine (9) year tenure on the Dripping Springs School Board, I helped build two school campuses to provide educational facilities for a school district that had just split with 57% of the student body, 34% of the tax base and only one forty (40) year old campus. I served as Board President at the initiation of the building program and as Chairman and Vice Chairman of both Building Committees. I am ready, willing, and able, as your Commissioner, to help find ways to meet the infrastructure needs of Hays County in the most cost effective manner possible.
Issues like personal rights, property rights, health and safety, environmental stewardship, parks and open space, habitat preservation, transportation, community heritage, historic preservation and others, are going to require diligent attention if our county is going to grow in a sustainable fashion. All of these challenges will be best accomplished by pragmatic assessment, cooperative planning, and cost effective implementation.
